Issue 30562-B of the Official Gazette, of 7 July 2026, published in the same edition a decree signed that same day and two agreements of the Judicial Branch signed in March. The publication lag was 0 days in one case and 104 in the other, and both figures are printed on the same contents page.
This text gathers the contents pages of three 2026 issues of the Official Gazette and calculates, for each entry, the difference between the two dates the contents page itself prints. It does not state from when any of those acts binds, does not assess the performance of any body, and does not extrapolate the result to the year as a whole.
What the contents page of the Official Gazette prints
Each entry on the contents page carries four items: the issuing body, the number of the act, the date on which it was signed, and the full title. The date of the issue appears in the header of every page. Those elements yield the pair that matters here, without opening the body of the document.
Issue 30487-B, of 20 March 2026, carries a single entry: Resolution N° S-008-2026 of the Superintendency of Non-Financial Subjects, signed on 24 February 2026, issuing a comprehensive guide on the positions of politically exposed persons, their close associates and close family members (primary source Official Gazette N° 30487-B, of 20 March 2026).
Issue 30508-A, of 21 April 2026, brings together eight resolutions of the Superintendency of Banks signed between 10 and 26 March, and a ninth from the Superintendency of Non-Financial Subjects, Resolution N° S-006-2026, signed on 5 February (primary source Official Gazette N° 30508-A, of 21 April 2026).
The seventeen entries, ordered by lag
The table below is an own calculation: it subtracts the date of the act from the date of the issue, for the seventeen entries of the three contents pages. The order runs from smallest to largest lag and does not match the order in which the entries appear in the gazettes.

Across the seventeen entries the minimum lag is 0 days, the maximum 104, the median 33 and the mean 36,1. The distribution is not symmetrical: half the entries cluster between 21 and 42 days, and the extremes belong to two very different kinds of act (primary source Official Gazette N° 30562-B, of 7 July 2026).
The publication lag groups by type of issuer
The four executive decrees in the sample were published on the day they were signed or the day after: three with a lag of 0 and one with a lag of 1. None of them exceeded twenty-four hours between signature and issue.
The eight resolutions of the Superintendency of Banks, all in the same issue, run from 26 to 42 days with a median of 37. Since they share a publication date, each one’s lag depends only on when it was signed: the oldest waits longest. That makes issue 30508-A a photograph of an accumulated batch rather than of a continuous flow.
The three resolutions of the Superintendency of Non-Financial Subjects do not form a group: 21, 24 and 75 days. The one at 75 days, S-006-2026 on the delegation of administrative functions, came out in the same issue as banking resolutions signed five weeks after it. The two agreements of the Judicial Branch, at 103 and 104 days, are the extreme of the sample (primary source Official Gazette N° 30508-A, contents page).
Two things that the lag mixes together are worth separating. One is the administrative time between the signature and the act being sent to the gazette; the other is how often the body groups its dispatches. A lag of forty days may correspond to a slow process or to a fortnightly dispatch that caught a newly signed act; the contents page does not distinguish the two, and neither does this material.
Nota sobre las fuentes
The sample is three issues and seventeen entries, not the annual flow of the Official Gazette. The three issues were chosen because they contain acts of supervisory bodies relevant to a corporate structure, not by sampling, so the median of 33 days describes these seventeen entries and nothing else.
The body of the three issues consists of scanned images with no text layer. Only the contents pages, which are text, were read. Hence this material quotes not a single clause of the acts and states from what day none of them binds: the commencement provision sits in the body, which could not be read.
The contents page of issue 30508-A was additionally checked against the copy the National Assembly keeps in its own repository, marked «Digitalizado por la Asamblea Nacional». The two copies agree on the number, the date, and the order and dates of the nine entries, so the pair of dates used in the calculation does not depend on a single site (primary source National Assembly, digitised copy of Gazette N° 30508-A).
The portal of the Superintendency of Non-Financial Subjects did not respond during verification, so its resolutions were taken from the Official Gazette and not from the body’s own site. No secondary source and no private repository of legislation was consulted.
What warrants watching
Three things are observable without forecasting, and none of them calls for an estimate. The first is whether the pattern by type of issuer holds across other issues of the gazette: executive decrees near zero, superintendency resolutions between three and six weeks, and judicial agreements above three months.
The second is the behaviour of batches. When one issue publishes eight resolutions signed within seventeen days, the measured lag stops describing a process and starts describing an accumulation; telling the two apart requires looking at how many entries share an issue.
The third is the date that actually counts for an operation. While the body of the issues remains an image, the only way to know from when a resolution binds is to open its text by another route, and this material does not replace that.

The three Official Gazette Digital issues cited — N° 30487-B of 20 March 2026, N° 30508-A of 21 April 2026 and N° 30562-B of 7 July 2026 — come from the official site of the Official Gazette of the Republic of Panama, in the files that site publishes for each issue.
The seventeen entries, their signature dates and the titles of the acts were taken from the contents pages of those three files. The lag in days is an own calculation: the date of the issue minus the date of the act, with no adjustment for working days or public holidays. The median of 33 days, the mean of 36,1 and the ranges by body are calculated on those seventeen entries and not on the whole of the 2026 Official Gazette. The body of no act was read, because the pages after the contents page are scanned as images; that is why no commencement provision appears here. The portal of the Superintendency of Non-Financial Subjects was unavailable during verification.
